take notice that Darion and the other 4 guards will be able to use stims (but not drugs) even if you give them 2x jet but won't be able to fight. so most of the guards there will be left with only one action point as a result of just 1x jet.

the rule for strong NPC's is to be given 2x jets, weaker ones only 1x. there's no need for more than one jet for the most of them the exceptions being Darion, the guards in the same room and 1-2 other guards in the 1st and 2nd floor/level (that would still be able to use their stims if you don't give them 2x jet but instead give them only 1x). this way you can give them 1-2 jet for each of them. I have tested just this right now: sneak=121 with speech=80 which is enough for all the guards apart from Darion to either ignore you or if you get into the dialogue you can every time fool them with that line that would normally seem counterproductive ('erm.
